Grand Jury
LISBON — A man from Mingo Junction was served Monday with a secret indictment for felonious assault, a second-degree felony.
Charles Patton, 41, was served in Jefferson County with the charge issued by the Columbiana County Grand Jury. The indictment alleged that Patton knowingly caused serious physical harm to Jordan Dalrymple on May 31, 2022.
Also served with a secret indictment was Andrea Banfield, 34, Smithfield Street, East Liverpool, charged with fifth-degree felonies of aggravated possession of drugs and possession of fentanyl-related compound, and misdemeanors of possession of drugs and illegal use or possession of drug paraphernalia. The charges all stem from Nov. 7, 2022 when she allegedly possessed methamphetamine, fentanyl-related compound, lorazepam and drug paraphernalia.

LISBON — A New Castle, Pa., man appeared for sentencing recently in Columbiana County Common Pleas Court in a sex-for-hire case.
Jake McMahon, 29, New Castle, Pa., was sentenced to prison for six months each for a lesser offense of fourth-degree felony attempted compelling prostitution and fourth-degree felony attempted unlawful sexual conduct with a minor. He was also deemed a Tier II sex offender, requiring him to register his address with the sheriff’s office of the county where he resides after prison.
Charges of possession of criminal tools and engaging in prostitution were being dismissed. McMahon traveled to East Palestine Aug. 20, 2022 after arranging to meet an undercover agent posing as a 15-year-old female for sexual activity in exchange for money.
A Salem resident who tried to take drugs onto the ground of a detention facility in 2020 was sentenced to 12 months in prison.
Reagan Duck, 26, Depot Road, pleaded guilty recently in Columbiana County Common Pleas Court to a third-degree felony of illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility.
The prison term was ordered served concurrently, or at the same time, as a six-month term for a probation violation on two drug counts. Duck’s probation was dishonorably terminated for aggravated possession of drugs, a fifth-degree felony and misdemeanor possession of drugs. Credit was given for 116 days in the probation violation case, which involved possession of methamphetamin and clonazepam on Dec. 5, 2018.
Also in Common Pleas Court:
— Kendall Morgan, 55, Waynesburg, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, with sentencing set for Oct. 20. Morgan possessed synthetic cannabinoid compounds on Dec. 21, 2021.
— John Soldo, 50, Ellsworth Avenue, Salem, pleaded guilty to a fifth-degree felony aggravated possession of drugs and a third-degree felony aggravated possession of drugs, with specifications for forfeiture of money in a drug case. Sentencing was set for Oct. 16. On Sept. 30, 2021, Soldo possessed $73 and para-fluoro furanyl fentanyl and methamphetamine.
Municipal
LISBON — In Columbiana County Municipal Court, a case against William Tyson, 44, East Taggart Street, East Palestine, was bound over to the county grand jury for a second-degree felony burglary charge for allegedly entering a woman’s residence on East Taggart Street, East Palestine on July 23 and stealing a safe containing personal documents and quarters.
A case against Justin Ramsey, 27, North Lima, was bound over to the county grand jury on a fourth-degree felony assault of a peace officer, and misdemeanors of obstructing official business, driving under suspension and operating a vehicle under the influence of alcohol or drugs. A pretrial was set Oct. 30 for the minor misdemeanor of reasonable control. Ramsey was accused of causing physical harm to a Perry Township police patrolman by striking him in the face with the back of his head while the officer was attempting to secure him in the back of a cruiser on July 22 after Ramsey allegedly crashed his vehicle in Perry Township. While in the back of the cruiser, Ramsey allegedly unbuckled his seat belt, slipped his handcuffs to the front and then kicked and hit the inside of the patrol car.
A preliminary/pretrial hearing was set Aug. 17 for William Brush, 39, Austintown, charged with fifth-degree felony possession of drugs and misdemeanors of engaging in prostitution, possessing criminal tools and drug paraphernalia. Brush allegedly responded to an undercover ad of a female, arranging for sexual conduct with the female in exchange for $120 to $180 and saying he would bring narcotics. He arrived in East Palestine for the meeting on April 26, and allegedly possessed a crack cocaine pipe and a rock of crack cocaine, both found in his sock.
A preliminary/pretrial hearing was set Aug. 7 for Robert K. Smith, 46, last known address Hammond School Road, Wellsville, charged with a fifth-degree felony breaking and entering and misdemeanors of assault, criminal trespass and breaking and entering. Smith was accused of returning to the Hammond School Road property on April 24 after being evicted, kicking in the door and assaulting a person who was working inside the house.
A pretrial was set Oct. 16 for Joshua Knight, 22, St. Clair Avenue, East Liverpool, charged with domestic violence for allegedly striking a man in the side of the head during a domestic in East Liverpool on May 18, 2022. A probable cause hearing was also set for an alleged probation violation for a domestic violence case from 2020.
William Naylor, 54, Newgarden Avenue, Salem, was fined $275 and sentenced to 180 days in jail, with 158 days suspended, with credit for 22 days served, for domestic violence. He was ordered to complete 50 hours community service and to have no contact with the victim and a juvenile. Naylor was accused of hitting a woman in the face three times with a backhand, pulling her hair, bumping into her and then later striking her on the top of the head on July 9 in Kensington.
Don Featherstone Jr., 41, Monaca, Pa., was fined $700 and sentenced to 180 days in jail, with 90 days suspended and credit for 14 days served, for three counts of aggravated menacing and violating a temporary protection order. He was also ordered to complete 20 hours community service. Featherstone was accused of making threats of physical harm to a man and threats of property damage to two other people via phone calls, text messages, social media and showing up at a business on July 17, 2022 in St. Clair Township. The protection order violation stemmed from a Jan. 8 incident when a woman who had a protection order against Featherstone reported receiving several text messages from him, also in St. Clair Township.
Jaclyn Koch, 39, Adams Road, East Palestine, was fined $350 and given a suspended 30-day jail term for drug paraphernalia and disorderly conduct, amended from domestic violence. She was ordered to complete 20 hours community service. Koch was accused of making threats of violence against a man during an argument on Jan. 29 at an Adams Road, East Palestine property. The drug paraphernalia charge stemmed from her possessing a cut straw with white residue in her purse and multiple loose pills in her glove box during a traffic stop April 3 in St. Clair Township.
Dakota Baughman, 28, Brightview Drive, East Liverpool, was fined $1,175 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for weapons while intoxicated and physical control, amended from OVI. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.
A pretrial was set Aug. 14 for Chad Smith, 49, Y Camp Road, Lisbon, charged with domestic violence for allegedly striking a person in the face and pushing them off of a porch after the victim went to confront him regarding a possible theft from a vehicle on July 31.
Richard Richards, 50, East Lincoln Way, Lisbon, was fined $350 for theft and ordered to pay $3 restitution to Smith Oil, Lisbon, for stealing a can of beer on July 11.
Ethan Hill, 20, state Route 154, Lisbon, was fined $150 and given a suspended 30-day jail term for disorderly conduct, amended from menacing. He was permitted to buy out 10 hours of community service for $100. Hill sent threatening text messages to a man in East Liverpool on June 9, 2022 and showed up at his place of employment.
A pretrial was set Oct. 31 for Lachelle McClintock, 34, Lisbon Street, East Liverpool, charge with domestic violence for allegedly striking another woman several times during a domestic on Dec. 10, 2020 in East Liverpool.
A vandalism complaint against Isiah David Allen Coulter, 22, Michigan Avenue, East Liverpool, was dismissed without prejudice due to a defective complaint. East Liverpool Police indicated the charge will be refiled. Coulter had been accused of ripping the security camera off of the Convenient Mart in East Liverpool on Aug. 1.
A pretrial was set Nov. 2 for Jessica Leigh Hart, 46, Leake Street, East Palestine, charged with drug paraphernalia for allegedly possessing a glass narcotic smoking device and cut straw used for snorting narcotics in a metal tin with a white powder substance
Richard Davison Jr., 38, Lincoln Street, Salineville, was fined $400 and sentenced to two days in jail, with credit for two days served, for obstructing official business and drug paraphernalia for providing false information by giving his father’s social security number when police stopped for a disabled vehicle on April 10, 2020 in Lisbon and for also possessing an unknown substance with residue lining the inside of bag.
A pretrial was set Oct. 31 for Corey Cantwell, Greenlane, East Liverpool, charged with criminal trespass for being at an apartment in East Liverpool on June 29 while on the trespass list of the Columbiana County Metropolitan Housing Authority.
A charge of deposit litter, garbage, trash or junk on adjacent property on alley was dismissed against Joe Sears, 52, Ceramic Street, East Liverpool, after it was determined the property was compliant. The charge had been filed May 4, 2022 in East Liverpool.
A charge of depositing litter on public property was dismissed against Jerry Gawlik, 44, Boardman Street, New Waterford, for a litter complaint in New Waterford on July 30.

Ethan Smith, 26, Silliman Street, New Waterford, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three day served in a driver intervention program, for OVI. Charges of marked lanes and all terrain vehicle property lights were dismissed. His driver’s license was suspended for one year, with driving privileges granted. He was permitted to buy out 40 hours community service for $400.
Jonathan Lagone, 21, Ohio Avenue, Salem, was fined $930 and sentenced to 75 days in jail, with credit for 27 days served for drug paraphernalia, possessing marijuana, OVI, no license, improper/expired registration. His license was suspended for three years. Lagone violated a protection order on July 12 in Salem. The drug charges stemmed from Feb. 26 during a traffic stop.
A drug paraphernalia charge against Amanda Payne, 22, North Ellsworth Avenue, Salem, was dismissed without prejudice due to being improperly filed because the officer or trooper failed to provide an affidavit. The charge stemmed from a traffic stop on Aug. 1 outside Lisbon. She was fined $50 for a stop sign violation
A pretrial was set Oct. 24 for Wilson Jeffrey Smith, 70, West Seventh Street, East Liverpool, charged with reasonable control.
Shelby Fawn Fennell, 44, Chester Street, East Liverpool, was fined $730 for two counts driving under suspension, improper turn, forfeiture, failure to display valid sticker and slow speed related to multiple traffic stops.
A pretrial was set Nov. 7 for Deanna Hannigan, 59, Chestnut Street, Leetonia, charged with failure to stop after an accident.
Willie Oliver III, 45, Hubbard, was fined $150 for driving under suspension.
Dale Felger Jr., 42, Taylor Road, Negley, was fined $150 for driving under suspension.
Citasia Tisdale, 31, Edwardsville, Pa., was fined $150 for driving under suspension.
Dana Swartz, 27, Harvey Avenue, East Liverpool, was fined $150 for driving under suspension and no license.
